This is a popper, but depending on how you use it, it can act like a diving pencil.

When the head is floating on the surface, a strong short jerk creates splashes and bubbles similar to a small-diameter popper. If you find it difficult to control, we recommend using a motion similar to a slack jerk in eging, where you flick the slack in the line.
After creating bubbles, performing a long jerk will cause the lure to shift into a rolling motion. With continuous jerks used for enticing strikes, it produces an easy-to-control, fine sliding action.
